Functions and Responsibilities:

  • Management of the University’s assets, liabilities, receipts, expenditure, funds, and investments.
  • Preparation and presentation of annual and revised budget estimates to the F&P committee/syndicate.
  • Ensuring that University funds are utilized for their designated purposes.
  • Conducting annual audits of the University’s accounts.
  • Performing any other duties as specified.

Audit and Accounts:

The University’s accounts shall be maintained according to prescribed formats and procedures:

  • Teaching departments, constituent colleges/institutes, and other designated bodies shall operate as independent cost centers, with each center’s head authorized to approve expenditures from its allocated budget.
  • No expenditure shall be incurred from University funds without a bill issued by the responsible cost center head, verified by the treasurer against the approved budget.
  • Provision is made for internal audits of the University’s finances.
  • The annual audited financial statements shall comply with Generally Accepted Accounting Principles (GAAP), prepared either by a reputable firm of chartered accountants or by the University, and signed by the Treasurer. These statements will be submitted to the Auditor General of Azad Jammu & Kashmir for review.
  • Government Auditors appointed by the Auditor General of Azad Jammu & Kashmir shall audit the University’s accounts annually.
  • Any observations by the Auditor General, along with Treasurer Annotations, shall be presented to the syndicate for consideration before being submitted to the senate.
